Boy, you're in a mood Locke, I like the actual story line, which I thought was science Fiction to a great level. They could have probably cut about an hour out of that film just by editing out half of the scenes where Kirk is staring at the view screen.
But when the biggest action scene was the enterprise torpedoing a rock you've got a problem.
Basically having a story where you take on a robot god with no arms and no legs things are going to get boring unless he's got an interocitor.
