This all comes down to Bayleigh misinterpreting the conversation. Tyler was actually trying to fish for information, it was a question - not a request. At least based on the discussion shown in the episode.
What Tyler meant: If the veto gets used, are you going to put up Angela?
How Bayleigh interpret it: We need to put up Angela if the veto is used.
Then she tells Rachel her interpretation. Rachel gets paranoid, acts weird, tells Angela. Angela thinks Rachel is lying. Rachel is voted out.
It's a game of telephone that ruined like 4 houseguests' game ha. Rachel goes home because of it, Haleigh puts up a target on herself trying to clarify, Tyler gets exposed 'playing both sides' (at least to the Foutte alliance) and Bayleigh - while still likely the target regardless - pretty much makes her number 1 enemy on that side of the house.
Great for Brett and JC though. Brett stays. JC gets to play the middle with no one targeting him at all for the near future.
