That's just the way arbitration cases go. The overwhelming majority of arbitration cases are settled before the hearing. In fact, this year is already a rarity with there being two cases that have made it to the arbitrator's decision. In 2016 and 2017 combined, there was only one case that went to the arbitrator's decision (and two more that went to the hearing but were settled before the arbitrator issued their decision).
I don't think it's a coincidence that both Jankowski and Rittich's signings were announced right around 7:00am MT, 48 hours before their scheduled arbitration hearings. That's when both the player and team are required to submit their written briefs prior to the hearing. By getting a deal done before the briefs are due, you don't have to read all the horrible things that the team was going to say about you in the hearing.
