Theoretically, the Flames don't retire numbers since the Forever a Flame thing was founded. Which is why people hate it.
For me, it's a distinction without meaning. 12 is already retired. Nobody is ever going to be given that number again. Just like how nobody has worn 14 since Fleury left in 1999. The banner ceremony is about celebrating the player, and it doesn't matter what it's called.
