Waiting for right-of-way onto 7th Avenue has been a thing since the NE line was built? Cell reception is likely worse now that they have a lot of extra concrete there. Contact CT and see if there are any plans for cellular repeaters in said tunnel. Or better yet, wifi service on the train.
