The problem with that is that regardless of whether they resign Leonard or not, they won't have the space to get another big UFA signing. They'd need to find a way to move another big contract without taking back a lot of salary (or get an expiring). And if they don't move Lowry, they probably aren't going to be bad enough to truly tank with him still here... maybe late lottery at worst.
