Again a border agent can deny you access for any reason, you don’t have a right to enter their country unless you’re a US citizen.

I can’t speak for the United States, but if you leave Canada and do anything that is illegal in Canada outside of Canada they can charge you for it. So for example just because prostitution is legal elsewhere you can still be charged under Canadian federal law for soliciting prostitution abroad. I would imagine the United States has a similar law. Part of allowing you to leave and travel is the expectation that you still abide by Canadian law as well.
