There's a massive difference between claiming a 14th forward and claiming a backup goalie.

Claiming Rittich off waivers would cost the claiming team $90,000, then Vegas would almost certainly lose Subban on waivers. So, in the exchange, they'd be getting an older, more-expensive player who had worse stats last season... and why? To slightly inconvenience a team that missed the playoffs last year anyway?
