Not really, like Heatley before him (and others), he had a significant signing bonus that he got paid on July 1, 2018. Whoever's team he was on at that time had to pay the bonus, which was $7,500,000. So Buffalo wanted more after July 1 than they wanted before. That was just part of O'Reilly's contract.
With Gretzky (and others before the cap), they just traded actually cash in the trade.
