I don't think that half-assing it would even work. Just my personal opinion, but with the volumes that will be taking it nearly from day one, anything less than free-flowing would be an instant gong show.
I'll give the province (both current and previous) credit with Stoney - aside from the oldest section in the NW, they've realized that it needs to be done right. Not perfect, but a big improvement over the days where Deerfoot had traffic lights in the deep south!
Sure, they've left some future interchanges (14 Street NW for one), added or changed a configuration here and there, but there aren't any lights or interruptions. The road should be able to evolve in the future, without really impacting traffic (at least at peak times).
Having said that, just watch them mess up the final link!
