Clattenburg just said that Layun should have been red carded IF VAR had been consulted (which it wasn't) for a deliberate stamp and violent conduct.
That bit is clear. But to start taking an arbitrary decision on whether or not to card Neymar based on an individual subjective opinion of their level of hurt is just silly.

It’s football and players overreact, Neymar is also Neymar. He got stepped on his recently injured ankle. While some clearly are annoyed by his reaction he was stepped on. Played a superb game and kept a cool head throughout while getting again fouled the entire game. I don’t think a player should be putting their cleats on anyone’s ankles when play is stopped, that’s usually a red.
Thiago Silva was an absolute beast today, might be Brazil’s best player this tournament. Has been flawless patrolling the back line with Miranda.
