I'm a more casual viewer of the World Cup than the Olympics, though I've watched most of the games. IMO the 'show off to the world' argument is far, far less relevant to World Cup than the Olympics. Watching on TV, you don't get any sense of a place - so it's limited to the teams and fans that make the trip in terms of getting an impression. It will be especially diluted for a World Cup that spans our entire continent.
I'm a geography buff (though don't know much about Russia) - all I've learned from watching World Cup is that there is a city named Kazan that I'd never heard of. Now I've googled it, and know where it is.
I have a far better sense of the PyeongChang area, though I'll admit it isn't much higher on my places to visit list.
