I believe the direction of the team will be highly dependent on Tavares. If he signs, they stay course and try to build a contender.
If they fail to do so though, they have to realize that they aren't in the position to give up any type of assets while the rebuilding process is going on. They still have to sign/re-sign a starting goalie, Pulock and Nelson and another 5 or 6 bodies, so it's not like they would be under the cap floor - but will have a ton that could be spent on UFAs like JVR.
So unless it's taking on Callahan's contract to make room for Tampa (and getting something of value for it), I don't see them being in on the likes of, for example, Johnson and giving up assets to get them.
