I'm making a toilet area for my dog that we're getting this weekend, and I'm using a round shaped 3/4" rock. I was advised against small pea gravel because it may get stuck in his paws, especially since he will be a very large dog. I'm also putting a good 3-4 inches with to ensure proper drainage.
As for cost via contractor, I have no idea. I'm simply digging out my old grass be hand, laying landscape fabric and then throwing down the rocks.
