Hamilton is in and will be announced as I mentioned. They were announced by the CSA back in May 2017 when they announced the CPL. The latest update from Victoria is that they are in, but until they move a hydro pole they will have a reduced stadium capacity from 2019 until it is moved (source:

Ottawa is very hush hush given that they are playing in USL as we speak. Everyone seems to think they're in but they have said nothing. The president of USL has actually given his blessing for them to leave USL for CPL. (source:

The latest I've heard on Surrey is that the group that was involved ran into roadblocks with the city and have now given up and gotten involved with the Victoria club. I've also heard Saskatoon is a maybe for 2020.
I think there are other cities that will be in the running for 2020 that will seemingly come out of nowhere.
