The problem you allude to is the fact that Ferland isn't a staple on the power play, where he would be "decently productive when he's cold".
Which is perfectly fine since Tkachuk is there. But speaks more to how much PP and 4v4 and 3v3 usage influences perception.
The reality however is that Ferland was more productive at 5v5 than a lot of top six players. He's streaky? Most players are.
Should we expect more out of him on PP2? Yes but that is true of everyone in PP2, which was the worst it's been since 2015 when PP2 essentially consisted of Kris Russell, David Jones, Mason Raymond, Raphael Diaz and Backlund. The team as a whole needs to figure out PP2 and Ferland's consistency will follow.
