The funny thing is that much of what makes the in-game presentation and atmosphere in Vegas good doesn't even need a new arena. The way they interact with fans before the game starts, the way they play replays of what just happened on the jumbotron while play is still happening, the way they make you laugh even when the team just got scored on, all the little things they do between plays and the intermission shows...this is all stuff that they're doing that you could do anywhere in the NHL right now.
T-Mobile Arena itself didn't blow me away when I was there for a regular season game. Yeah, there was lots of concessions (expensive ones, of course), and the outdoor balcony is brilliant, but I felt that the usual pain points were still there. There was still a 5-10 minute line for the bathroom, there was still concession lines, and there was still a crush of people entering and leaving at the same time. Those escalators were jammed when I was there.
