Because I have often said WPG has built through the draft and I am envious of their draft results, I thought I would look through CGY and WPG's draft histories from 2011 - the present.

Currently, I'd call:
-2017 a tie,
-2016 a tie (because WPG just got lucky in the draft lottery and I would say CGY did every bit as well to get value based on they were drafting)
-2015 a huge win for the Jets because they got 2 great young players and the Flames didn't even select
-2014 a win for the Jets because Ehlers is much better than Bennett
-2013 a win for the Flames because although I would call Monahan and Morrissey a tie for the same reason I called 2016 a tie, I think there is a slight chance Klimchuk could still pan out as a bottom sixer
-2012 a win for the Jets because Trouba is better than Jankowski and the Flames stupidly traded back to get him instead of Teraveinen despite Teraveinen's fantastic WJC
-2011 a win for the Jets because Scheifele is way better than Baertschi and the Flames don't even have Baertschi anymore
This means I would call 2 years a tie, 1 year a win for the Flames, and 4 years a win for the Jets.

In this period, WPG had 14 total significant picks outside the 1st round and CGY had 11. This does not mean they will necessarily work out because these are just draft picks, but that, at one point or another, these picks were considered noteable.
Currently, I'd call:
-2017 a win for the Jets
-2016 a huge win for the Flames because the Flames just absolutely destroyed this draft
-2015 a slight win for the Flames because Andersson is similar to Niku, Mangiapane is pretty similar to Appleton but better, and Kylington is better than Spacek but has more potential
Harkins was demoted to the ECHL (not panning out)
Spacek had 38 points in 70 games in AHL
Appleton had 66 points in 76 games in AHL
Niku (D) had 54 points in 76 games in AHL
Andersson (D) had 39 points in 56 games in AHL
Kylington (D) had 35 points in 62 games in AHL
Mangiapane had 46 points in 39 games in AHL
-2014 a win for the Jets
-2013 a win for the Jets
-2012 a win for the Jets because, although the Flames look to have a pretty solid defenceman in Kulak and a potential future NHL goalie in Gillies, the Jets have a Vezina candidate in Hellebuyck
-2011 a huge win for the Flames because of Gaudreau
This means the drafting in the later round is been pretty close but favours the Jets. The Jets have had slightly more notable picks and have won 4 years to the Flames 3.
Overall Conclusion
My conclusion is that the Flames and Jets have both drafted well since 2011, but the Jets have been better. This is mostly because the Jets have been much better in the 1st round. In the later rounds, both teams have done a good job of getting notable players (ex: Hellebuyck for the Jets, Gaudreau for the Flames). Overall, the Jets draft about once more per year.
Of course, these totals will likely become slightly more inflated in favour of the Jets over the next 3 years. The Jets have 18 total picks and 7 in the first 3 rounds including 2 1st rounders. The Flames have 17 total picks but only 5 in the first 3 rounds, although they also have 2 1st rounders.
