Magneto has been great too. Both Fassbender and McKellen. Though like the comics, he's a bit of a rollercoaster in how his personality is portrayed. One moment he's a genocidal maniac, the next he's teaching kids. Though you could say the same about Wolverine I guess.

I think the Joker works precisely because he follows his motivation which is chaos. He doesn't break that character for Power, loyalty, love, etc. Good Villains actions flow from underlying character traits/flaws that they remain true to that informs their actions. There actions need to make sense given their goals and time needs to be spent developing why these traits and goals make sense.
Its tough to put screen time into developing these characters when you kill them at the end of the movie. So that's where Marvel having a fully introduced roster is able to spend time on Villains.
