I'm not an expert, but I would do both at the same time. The grass seed should just feed itself (it is seed after all), and the fertilizer would do work for the existing grass.
One thing about grass seed is you have to water it like crazy to get it to work. When I re-seeded an area beside my house I probably watered dirt for like 3 weeks straight and my neighbour was laughing at me. Finally the seed started to grow after that, but it took forever.
