No, I don't. The Flames don't owe anything to the city... but the City doesn't owe jack to the Flames either. ... Ok. I'm pretty sure the Flames owners do have numerous real estate interests but whatevs. Plus I'm pretty sure given that one of the goodies they demanded was a development veto so they want to have the option to do it but won't commit to doing it.
