It's not unlikely. Folks are "known to police" for all sorts of reasons, not just because they are frequent violent gangbangers. Perhaps he lived in his parents basement, and they had weekly screaming matches over it. Maybe he liked to hang out at various places and make the staff uncomfortable (particularly if the staff working was a single lady). Maybe he frequently shoplifts.
There are all sorts of reasons to be known to police.
