Not necessarily no.
For example ARI was worst in our division but Anti Raanta had a .930 SV%
For example CHI was bad this year but Crawford had a .929 SV%
GAA is the stat that is affected moreso by the team performance. SV% is the indicator of goalie ability that tries to remove the team factors
A bad team can give up a boatload of shots, get good goaltending and still lose 3-2. The SV% numbers can be very high for good goalies on bad teams. Low SV% is generally just an indicator of bad goaltending whether it be on a good team or a bad team.
Being on a godawful team will certainly drag a goalie's SV% down but CAR wasn't godawful and Darling had a .888 this year in 40+ games. That's abysmally bad goaltending. Other goalies who started a lot of games and had bad years? Price with a .900 in 49 games had an off year. Anderson in OTT with a .898 in 58 games had an off year. Chad Johnson with .891 in 36 games for the bad Sabres. But yeah, Darling's SV% really stands out as being pretty abysmal this last season. There weren't many goalies worse only Brossoit from EDM with .883, Budaj in TB with .875, Lack in with .870 and Lagace in VGK with .867
