Public in what way? Skill givers being public, or being able to see anyone's list of skill ratings?
If it's the first, it's to protect the skill givers and let people focus on the post and the comment rather than the giver. And we (hopefully) have chosen a good cross section of forum members to give skill.
And what do you mean by "hold weight"? It's not like the skill system is intended to be the be all and end all of everything... it's simply intended to give feedback to posters about their posts, to hopefully over time nudge things towards a higher "quality" (however that is defined).
Having a skill system available to all members has been tried on many many forums and rarely works. At best we'd become a big group think where the prevailing opinion gets boosted up and everything else gets buried.. see Digg or slashdot for examples of that in action.
