If you don't think you're qualified, then you don't make that a part of your process.
I also don't realistically see someone deciding which system would fit their team and then be okay if the guy they hire to do that starts doing something completely different.
I also think you're likely to lose out on the best coach available, just like you're likely to miss out on the best player available at the draft if you draft for "organization needs". Most likely "the best player available" just "wasn't the right fit at that time".

Ok, by your definition I definitely believe that management is qualified to make and should make the decision of what system or systems can best fit the team they've constructed. In my eyes this decision has to be made by management because it defines what type of players you are looking for and how you want to build/fit the team you've constructed. It doesn't have to be just one system that works but the coaching system has to fit.
From what I've seen, coaches do not change their X's and O's or philosophies to suit the team they are coaching. Gallant, Babcock, Budreau, AV, BT etc. all coach the exact same way with their new teams as they did for their old ones. Then they try to find the right roles for the players in their system. The X's and O's, theories on shot blocking, hitting, puck possession etc. are the same from what I can see. It's relatively easy for management to evaluate this IMO. Soft skills of a coach is a totally different issue.
Unlike the draft lottery, I think the best coach for your team may not be the best coach available. In the draft the theory of "best player available" is held to acquire the best asset available to your organization. Later that asset can be used either to either play for you or as currency to get the player you need. Hiring a coach is different IMO. You need the coach that will get the most out of your team as constructed. If the new coach coaches a system that isn't compatible with the players they have, I think the team suffers and management hasn't correctly done their job.
