The funny thing about the the OP is that its so vague on specifics that 100 people can thank it and think its directed at different people. Short of having a vote to call posters out or having the mods explain their temporary suspensions - no one is going to come to self-realisation that they are part of the problem or know where the line is.

You don't need a vote. If a significant amount of people forcefully tell you you are an idiot and you need to F##k off, eventually you will.
Not saying that I advocate that method for here, but it works to enforce the will of the majority IF the moderators allow it.
I think it is possible that the problem with CP and other places like it stem from people being too diplomatic and democratic. In the interest of fairness and order too much BS is tolerated from passive-aggressive blowhard A-holes who are clever and can articulate their thoughts well while understanding the rules and how to work within them so they don't get disciplined for their actions which generally result in a diminished experience for other posters.
I think there are some here who could easily discern they type of poster I am referring to while there are many who would think I meant someone else entirely. Hence the theoretical value of a cards on the table, non-politically correct approach to weeding out the type of posters that the majority of people find annoying.
That being said, I believe that a better way to look at it is to simply not let this kind of thing bother you. It is the internet. Imagine everyone is a pimply thirty-year-old deadbeat lurking and trolling from their parents basement and just ignore them, by function or just by not being bothered, and suddenly everything becomes a lot easier.
