I don’t know if it’s only that. I mean, what lead up to this specific incident is because the kids did something illegal, but looking beyond that aspect, is this a tragedy that could have also happened under other circumstances? I think what would be important is determining whether this could happen in other scenarios where athletes are using the course and they switch from one track to another, what precautions are in place. I think that is what the inquiry could get at.
I guess you could also look at it like the situation in Vancouver with the Georgian luger. Suppose some kids had broken in before that happened and the same result happened. Would it not be worth looking into because of the circumstances of how they found themselves on the track, even though the track itself is unsafe?
