On the other hand, C-71 and more gun control for law-abiding citizens would have surely stopped something like this from happening, right?

IMHO, the best form of gun control is mandatory minimum sentencing for serious offenders with a firearm. If you commit a crime and fired a gun, you need to go away for good for a long-long time, no parole, no early exit for good behavior. We need to make it clear to these thugs that if you use a firearm during the crime you're going away to jail.
