Hoping for some help on getting something to work in Windows.

I find myself often needing to use this command in the Run window:
"%appdata%\..\Local\Packages\Microsoft.Windows.Pho tos_8wekyb3d8bbwe\LocalState"

Is there any way to create a shortcut to open Run, and have that command entered without going through Win+R to open Run, then enter it?

It seems like it should be simple but I can't seem to figure out how to do it.
