I would think it's as simple, and perhaps as unsatisfying an answer, as "whoever controls the puck." Scrum or no scrum, one team always gets control.
It's a judgment call by the stats keepers at each rink, just like hits, shots, etc. They'll call a face-off win either way, credit going to the player of record.
