Its business and I think the owners dont want to give in to a city and then have others cities trying to negotiate better terms for new arena deals. Moving the Flames shows hat the NHL is prepared to play hardball. There are enough cities that will throw money at a team in terms of lucrative arena deals that moving one team may be enough to create fear among other cities needing new rinks to throw money at teams they want to keep.

The flip side of that argument is that the league has to find homes for their franchises and if they start sending the message that they expect tax payers to pay for their arenas so that the league can make money it could make it harder find potential suitors. Especially when there are arenas being privately funded. Why should tax payers in Calgary have to pay for our arena when Vegas tax payers didn’t have to pay for theirs?
