Yes, you're correct. The non-playoff teams automatically get the top-15 spots in the Draft (and all get some chance in the lottery). The playoff teams are seeded into the bottom 16 spots in the Draft.
In 2010, the Flames had the 16th-best record overall but missed the playoffs because they were 10th in the West. They had the 13th pick in the Draft (St Louis was ahead of them and also out of the playoffs).
