It's highly competitive. Presumably the end goal for players in that tier is WHL, College, CIS, or pro (ECHL, AHL, NHL, Europe).
Point being, there is still very good hockey being played in Bantam and Midget community (in fact I'm sure most Division 1 teams could beat AA teams) so in that regard for those who don't want the intensity of quadrant, they can play community.
