I wouldn't say their catchment is that big. As well as the big clubs, then the big London clubs, they're also close to millwall and fulham. I remember a time when Wimbledon in their day were having larger attendances at SPwhen they were ground sharing.
Villa and Leeds have much higher ceilings.

I don't really know what Palace's ceiling looks like but I think if they ever saw significant investment and consolidated as a mid table premier league side that it would be much larger than millwall or fulham. Even historically they have been bigger than those clubs and were more comparable to Charlton or Watford. Fulham doesn't have much of a natural catchment and when you look at a lot of the more central clubs, they are bound on all sides and often in neighborhoods that are becoming more and more expensive, gentrified and experiencing population decline. QPR is another London club that for me has no room to grow at all.
South London is still pretty working class and palace have no clubs to the south of them at all where London is sprawling out and growing. I think some of the clubs on the fringes have the most potential to grow attendance wise.

That said they need a decent team and facility to attract people.
And no doubt Leeds are a big club, for my money they belong in the premier league. Villa's pretty big too, I have a soft spot for them but they have a lot of competition in Birmingham. Leeds is a one club city. I'd love to see them, Villa, Wednesday and Forest back in the epl... May be nostalgia talking though.
I don't really like the crappy little 2nd and 3rd div clubs like Blackpool Swansea and Bournemouth getting megabucks invested in them and coming up at the expense of seeing games in places like elland road and hillsborough. But I guess to be fair its similar to what I did with York City in championship manager 2002 ha!
