The league has shown that they are perfectly fine not having an even number of teams.
What makes you think Houston's going to take 20 years? They already have an area and a deep-pocketed owner who has been pretty clear that he has an interest in an NHL franchise.
I think the NHL's tv deal with NBC runs out in 2020-21. Houston will be a huge leverage piece in their next deal and likely helps get them a team within 5 years.
