Meh, I will never get pissed at a team for trying to win...I am pissed at the system that rewards failure. Fans paying hundreds of dollars to watch a team trying to lose is sad.
In a salary cap system there is no excuse for sucking continually. I would prefer an even lottery and snake draft. I know it will never happen.
