No doubt that finishing top 5 in the draft helps, but it's not a sure thing.
Tampa moved Drouin, 3rd overall pick. They moved Brett Connolly, 6th overall pick, for 2 high picks.
No question, Tampa hit home runs in their drafting and you can't account for that, but they've also been active in improving their club. Look at today.

In the last three years the Lightning have drafted
1st Round: 2x
2nd Round: 6x
3rd Round: 4x
In the last 3 years, Tampa has missed the playoffs, lost in the finals, lost in the conference finals.
How on earth are the Flames going to compete with Tampa if that's the kind of drafting Tampa is doing while they are deep in the hunt for the cup?
