They're tied in points percentage. The first tiebreaker is winning percentage, excluding shootout wins (i.e. ROW/GP). The Flames have 30 ROW to the Ducks 27 in an equal number of games. That puts the Flames ahead in the standings, which gives Anaheim the higher waiver priority.
