It's a change in the programs offered. Instead of offering diplomas or certificates or whatever, they'll offer Bachelors degrees (which the already offer some, and likely only those, as I would imagine it would be a primarily undergrad university).
As has been said, it's probably going to be grandfathered in, where those who've started their diploma programs will finish them, but those going into new programs will begin a degree. Probably some differences between UofC and MRC programs too, like instead of a BComm it would be a BBA and the like.
It'll probably take a while to go through and get all the logistics sorted out as to profs, what programs will stay and go, etc.
There's been some talk of this for a while too (my mom is the chair of a program there), and it appears that progress is really slow.
