On-ice SH% is not just your own shot. It's your linemates' shots, and your defensemen's shots too. It's the SH% of all shots taken when you're on the ice, and that's not just you.
Also good shooters are still stopped by goaltenders. Good shooters do have better shot volume, but only a few of them (Laine, Stamkos, Monahan?) actually have higher SH% than average. Even Ovechkin is a pretty average "SH%" guy.
I agree Bennett doesn't have the "best" shot, but we've also seen him snipe some absolute beauties. He actually had a strong individual shooting percentage as a rookie.
