"Arguably deliberate"? Give me a break. Neal's is just as obviously intentional, he knew exactly what he was doing, and that video shows Shanahan agreed - in particular the part about extending his knee. I agree it's a different case, because it was in a scrum, but it's about as close as you get - intentionally kneeing someone in the head when they didn't see it coming and couldn't defend themselves, where the offender has a history and a reputation. The Neal one is probably more dangerous because he's moving quickly. Seems about equal to me.
