I don't think it changed in the 90s, hockey has always been dominated by left hand shots. In Canada and Russia at least.
One argument was that, when you hold the stick with one hand, it should be your dominant hand (RH). Also helps for stickhandling. In the US, they have mostly taken the opposite approach: bottom hand should be your dominant hand, for shooting purposes.
Thus, lots of righties from the US, Canada dominated by lefties.
