Vegas, New Jersey, Pittsburgh, Detroit, and Edmonton all have newer arenas which haven't hosted the ASG yet.

I think that the All-Star game isn't really about anything other than the NHL being able to wine-and-dine the corporate sponsors. It doesn't really work for them to say "invest with us and we will give you an all expenses paid All-Star weekend in... Edmonton".
I would think that there are realistically only 19 or 20 cities that will ever see All-Star games again.
It's just like playing regular season games in other countries. The NHL doesn't give a toss about the fans, only about making money.
