Because you would have to convince restaurants in mass to switch at once because consumers are too stupid to comprehend price differences with or without the tip included
You could legislate it but it would be terrible optically taking away money from hard working low income people.
Or you could be cheap and just do it yourself and create no impact in the market and force the servers to pay to serve you.
None of these paths will get us to our tipless utopia. And as this fictitious "gig" economy expands it will get worse as companies use contractors to bypass labour laws and push the onus to the customer to provide living wages.
