Flames Central was in The Palace. Google says that the Capitol was at 230 8th Ave SW (which is where Scotia Centre is now), but that doesn't fit with the video.
Looking into it a little more, I think they may have screwed up and that's actually Edmonton. There was an old Capitol Theatre in Edmonton and its location looks more like the area in the video. It was on Jasper Ave, which is quite wide.
Also, in any old photos or video I've ever seen, Calgary didn't have red buses in the past, only blue or green. It looks like Edmonton did have red buses at that time.
Here's the Google street view of where the Capitol Theatre in Edmonton was and I'm pretty sure it's the same place (
https://goo.gl/maps/yMgRPzBxn8r). There's even still a Scotiabank on the same corner (just in a different building), and a few of the old buildings appear to still be there.
