Its not cost effective to monitor, inspect, and maintain a tiny underground tunnel from 40 years ago that very few people actually use.
Because it's out of sight, it's easy for it to go out of control and that's why crackheads and homeless use it as well to shoot up, piss, etc. because they know nobody will see them.
Now there there is the new fancy $13 million dollar enclosed and heated overpass, that removes the need for the underground tunnel completely because mall walkers are going to be going back and forth all the time so it will be safe and less likely to be abused since everybody will see if you do anything.
