I guess it is possible that Romo is the second best QB in the league right now by a small margin behind Manning. (Although with his numbers yesterday could move ahead of him)
I have a hard time believing that Romo is this superstar that couldn't beat out Bledsoe, was passed over for good reasons by other teams and now is playing at his actual level. It is possible but most likely he is an average-above average guy who is on a hot streak and has things working for him.
He could be the best QB in the league but I would bet on him being the average player he has shown to be in the past.
