I don't criticize Brouwer like others but $4.5 is terrible based on his contribution so far. It was fair based on what he did on other teams before. Right now he's playing Frolik's role at Frolik's salary, so that's all good. But he really makes too much as a guy who's mainly a fourth liner and PKer.
I agree that you only need to be concerned if the cap room is limited. I expect that Treliving has some projections, some budget for new signings and re-signings. Treliving's biggest strength is contact negotiation IMO, and the significant pieces are locked up long term already, with the exception of Backlund and Jankowski (Tkachuk and Bennett one year later).
The other thing that it causes is difficulty moving him in a trade if there's a great player the Flames want. If the other team is trying to shed money (which is why they trade a great player), they won't want Brouwer's contract in return.
