Oh, apparently (non-reliable sources) their plan to fix this is to increase training for the people using this interface. Good luck with that.

I mean, this userface isn't terrible, there just needs to be 1 or 2 confirmation screens after you click the missile alert option.

Click "missle alert"
Pop-up "This will send a real alert to all users, do you want to continue?"
Pop-up "Confirm a REAL ALERT will be sent to all users"
