by the time the incursion by Kirk happens the rebellion is dead, the Vulcan's are basically serving as Star Fleet officer,s but other races are slaves.

The Empire is at its strongest during the Kirk TOS era.

So I guess it kind of makes sense that the Rebellion was probably wiped out by the emperor in that episode and there is no Voq left.

I tend to think that here's what's going to happen.

I tend to think that here's what's going to happen. Spoiler! Michael is going to work with Lorca to overthrow the Emperor. they hatch a brilliant plot that involves pie. But this leads to Michael ascending to become the Empress, however she is betrayed by Lorca and he takes the throne and sends Discovery back to their universe. When they return, Michael has a heart to heart with Voq/Tyler, and they do some nasty sex stuff, but it creates a feeling of good will between the two and peace breaks out.
